Room level airflow management is not actually airflow management in the literal sense, but instead cooling optimization, which refers to the process of making adjustments to the cooling system controls. If done well, this process will improve energy efficiency (resulting in reduced operating costs), improve cooling capacity, improve IT equipment reliability, and defer capital expenditure. Furthermore, Room level airflow management is the only way to realize energy savings from airflow management improvements made at the Raised Floor, Rack, and Row levels. Every solution that has been implemented up until the Room level can be looked at as an expense. It is only when you check in at the Room level and make changes to the cooling infrastructure that you can reap the benefits noted above.
